About the seminar

The theme for the event is Switch on to the big issues, exploring the key trends impacting the electrical installation industry.

Speakers
Amy Collins, Head of Net Zero and Clean Tech, BEAMA
Amy is responsible for representing and guiding members during the transition to Net Zero. This includes policy and regulatory developments enabling a clean technology market as well as supporting members with their own climate and sustainability targets, such as industrial emission reduction targets, plans and finance.
Prior to BEAMA, Amy worked for a heating and ventilation manufacturer focussed on current and future policy related to the decarbonisation of heat and wider compliance within the built environment.
Andrew Dabin, Standards and Technical Policy Manager, NHBC
Andrew works on NHBC standards, covering low to zero carbon technologies and internal services, together with the associated supporting technical guidance.
He has more than 40 years of experience in the heating, plumbing and gas trades within the manufacturing arena and supporting industry bodies (HHIC, ICOM, HPA, HWA).
Andrew has introduced gas boilers to the market along with unvented hot water cylinders, solar thermal, solar PV, biomass, and heat pumps. He has also helped with fuel cell demonstration projects and hydrogen trials.
Charlie Pugsley, Deputy Commissioner/Director of Prevention, Protection and Operational Policy, London Fire Brigade
Charlie started with the London Fire Brigade in 1996, when he joined as a Firefighter. He joined the Brigade’s Fire Investigation Team in 2004, spending 13 years as a fire investigator and team manager, which involved leading on or supporting most of London’s major fire investigations during that period, before being promoted to Deputy Assistant Commissioner in Fire Safety in 2017.
In 2022, Charlie was promoted to the role of Assistant Commissioner in Fire Safety (Prevention & Protection), where he had responsibility for fire safety in London’s buildings and transport networks, fire safety in the home, prevention work such as water and road safety, as well as supporting the Brigades youth work. He has also worked on various LFB public campaigns such as ‘Total Recalls’ (making white goods safer) and #Chargesafe (improving the safety of lithium-ion battery e-scooters and e-bikes). In March 2024, Charlie was appointed to the role of Deputy Commissioner/Director of Prevention, Protection and Operational Policy. He is currently the National Fire Chiefs Council lead officer for both electrical safety and fire investigation.
Chris Claydon MA, Chief Executive, JTL
Chris brings a wealth of experience and knowledge from his background in public service aligned to the skills agenda. He was previously chief executive of the Engineering Construction Industry Training Board (ECITB), the employer-led skills, standards and qualifications body for the development of the UK’s engineering construction workforce.
Darren Staniforth, Head of Technical Solutions, CEF
Darren has been part of the electrotechnical industry for 30 years. In that time Darren has been a site electrician, contracts manager, company qualified supervisor, instructor, lecturer, head of department, NICEIC operations engineer, technical development manager, technical projects engineer, senior technical presenter, head of technical engagement and is currently CEF’s Head of Technical Solutions.
As a key part of CEFs future strategy team Darren is able to help contractors and engineers identify solutions to many of the problems todays standard present by influencing manufacturing to meet the needs of the electrotechnical sector.
Gary Parker, Head of Technical Standards, ECA
Gary works as a Chartered Engineer for ECA, the UK’s largest Trade Association for the electrotechnical construction sector. He has over 25 years of experience in construction and engineering and represents ECA on multiple British and International Standards Committees.
James Kent, Chief Innovation Officer, National Residential Landlord Association
James, currently serving as the Chief Innovation Officer for the National Residential Landlord Association, brings expertise from a solid trade background and a deep understanding of property dynamics. James possesses a skill set that enables him to offer practical insights at the intersection of trades and property. James is passionately dedicated to revolutionising the rental sector, emphasising a keen interest in its modernisation. Leveraging his innovative perspective cultivated in his role at the NRLA, he eagerly finds solutions to propel the rental sector into a future characterised by enhanced efficiency, cutting-edge products, and a seamless experience for all participants in the industry.
Kevin Sparrow, Industry Portfolio Manager, BSE
Kevin’s background is in the electrical industry retraining as an electrician in the 1990s, then progressing to working in FE, successfully teaching a range of courses for full time students, apprentices, and contractors. He has been working at EAL for over 15 years developing qualifications for apprenticeships, CPD, in BSE as well as engineering.
Kevin currently manages the BSE portfolio engaging with industry bodies and employers to align our offer to enrich learners, centre delivery, and outcomes valid to the industry so learners are achieving the skills that enable them to progress in their careers and succeed in the workplace.
His recent developments have been focused on electrical energy storage systems, domestic electrician, and awards in fire safety working with key industry partners. Kevin collaborates closely with industry bodies such as TESP, and his customers, ensuring that BSE qualifications reflect the needs of the industry and can be delivered successfully.
Lesley Rudd, CEO, Electrical Safety First
Lesley has worked in the energy industry throughout her career. Starting originally with British Gas in Newcastle she moved to London and worked on both gas and power projects in the UK and abroad. She later joined the Sustainable Energy Association, where she spent around eight years campaigning on sustainability and Net Zero, before joining Electrical Safety First in 2020 – a place where she was able to combine her twin passions for safety and sustainability.
Lesley was awarded an Order of the British Empire Medal in the 2020 New Year Honours list for services to UK energy markets and clean growth.
Lord Don Foster of Bath, Liberal Democrat Peer
Lord Don Foster is a Liberal Democrat Politician who, prior to joining the House of Lords, represented Bath, Somerset, as its constituency MP from 1992 until 2015.
He graduated in Physics and Psychology from Keele University in 1968, going on to complete a Certificate of Education before entering the teaching profession. This inaugurated his lifelong commitment to education, as a teacher, academic and politician.
In his political career, he is known for his passionate advocacy of education and lifelong learning and has held key roles, including Minister for Communities and Local Government, Government Deputy Chief Whip and Comptroller of the Household.
Lord Foster is outspoken in his support for issues of electrical safety, having introduced several bills into the House of Lords on Electrical Installation Condition Reports (EICRs) and battery safety, and has recently spoken out on the growing issue of fires caused by lithium-ion batteries.
Luke Spanton, Head of Cross-tenure Standards, Department for Levelling Up
Luke is the head of the Cross-Tenure Standards Team at the Department of Levelling Up, Housing and Communities. Luke has spent his career in housing, leading proactive, multi-disciplinary enforcement teams in local councils before moving over to work in housing policy in Whitehall. His team led on the introduction of the Homes (Fitness for Human Habitation) Act 2018, the Electrical Safety Standards in the Private Rented Sector (England) Regulations and the review of the Housing Health and Safety Rating System. He is now leading work on a standalone damp and mould standard that all landlords must meet.
Robert Cairney, Director of Technical Services, SELECT
Bob is an experienced incorporated engineer and member of the IET. He has wide experience within the electrical contracting industry and other organisations, such as university estates and buildings departments, and Scottish local authorities’ technical service delivery.
He oversees SELECT’s range of technical service provision, including a UKAS 17020-accredited inspection service. Bob participates in a range of other industry partners technical groups such as the ECA’s technical committee, Electrical Safety Firsts Wiring Regulations Advisory Group and BEAMA’s Wiring Regulations Panel. He also acts as secretary for SELECT’s own electrotechnical committee.
Ruth Devine, MBE, Managing Director, SJD Associates and Chair, TESP
Ruth owns SJD Associates, an award-winning, high-growth electrical contractor.
She is Chair of both The Electrotechnical Skills Partnership (TESP) and ECA’s Skills Committee, supporting occupational competence, valid training routes and industry career pathways.
Ruth is a founding member of the Institute for Apprenticeships and Technical Education (IfATE) Construction & Built Environment Route Panel, responsible for the approval of occupational standards for apprenticeships and technical education products. Ruth is also a member of the Building Safety Regulator’s Industry Competence Committee, with functions including monitoring industry competence and helping industry to improve competence.
Simon Ogborn FIET LCGI, Managing Director, Erudite Training Ltd
Simon has over 30 years’ experience as an Electrical Engineer with a particular specialty in critical power systems, mainly for the petrochemical industry. He is also a qualified further education teacher and the owner and Managing Director of Erudite Training Ltd in Manchester.
For over ten years, Simon has been an Examiner and Technical Consultant to City & Guilds and represents C&G on various industry committees, including JPEL64, the writers of BS 7671. Simon’s work on critical power supplies has included many DC systems and his knowledge and experience is now being used to shape regulations in regard to battery storage systems that are becoming much more prevalent in domestic premises and beyond.
Tom Connelly, Director of Electrical Operations, Morgan Lambert
With a background in electrical contracting, Tom operates in the social housing sector, offering independent third-party consultancy and overseeing quality control inspections for registered social landlords. Currently director of electrical operations, Tom is responsible for orchestrating service delivery on a national scale.
Veronica Jennings, Labour Manager, Dalkia
Joined Dalkia as an apprentice electrician 2017 – ECA Edmunson’s apprentice of the year 2022.
She completed her apprenticeship and began two years as a trainee engineer before following her passion for training and becoming labour manager for approx 300 operations in Sept 2023.
Moderators
Martyn Allen, Technical Director, Electrical Safety First
Martyn leads the charity’s electrotechnical team as an impartial centre of excellence for the safety of electrical installations and products – including representing consumer safety interests on a range of British, European and International Committees.
Originally trained as an underground electrician with British Coal, he worked in engineering risk management with Royal and Sun Alliance for 16 years before joining the Electrical Safety Council (the forerunner of Electrical Safety First) in 2006.
He is a chartered electrical engineer and corporate member of the Institution of Engineering and Technology (IET).
Luke Osborne, Deputy Technical Director, Electrical Safety First
Prior to joining us in October 2023, Luke was Energy and Emerging Technologies Solutions Advisor at ECA, covering areas such as renewable energy and storage, electric vehicles, energy efficiency, and emerging energy trends, as well as advising on energy policy issues.
Apprenticed with the Ford Motor Company, Luke has held various engineering roles as well as owning and operating a renewable energy installation company. He has a long history in engineering, sustainability, and renewable energy and an active representative on numerous committees guiding growth and direction in these areas.
Steven Devine, Senior Engineer, The IET
Steven is a Senior Engineer specialising in Technical Regulations at The IET. His expertise lies in the development of national, international, and European electrotechnical standards, with the responsibility of managing JPEL/C/64. This committee oversees various aspects of BS 7671, including Protection Against Electric Shock (Chapter 41) and Prosumers’ Electrical Installations (Chapter 82).
In addition to his role at The IET, Steven is a highly regarded expert in standardisation actively contributing to numerous electrotechnical committees. His influence extends to holding leadership positions in both national and international committees. He currently serves as the chair of Electrical Safety First’s Electrical Installation Safety Forum (EISF).
Steven's journey in the electrical industry commenced as an electrical apprentice, and he has transitioned through roles such as electrician, Lecturer, Assessor/Trainer, and Electrical Engineer. This diverse experience has equipped him with valuable insights spanning various sectors within the electrical field.
